Here are the outskirts of the world’s largest jazz festival, mere blocks from swaths of trumpet and saxophone that intertwine in the midday breeze, but for the 13 bronze statues atop the façade of Cathedrale Marie-Reine-du-Monde, the only horns in the wind are played by motorists maddened at a snail’s progress.
