This is the Signed original Gouache painting by Roger Payne.

Laomedon was a king of Troy. The city walls had been built for him by the gods Apollo and Poseidon. The king refused to pay and so a serpent arrived that ate all the children it could find.

The people consulted an oracle that told them that a beautiful maiden must be sacrificed every year. One year the king's daughter was chosen so the king asked the hero Heracles to stop the serpent; this he did but again the king refused to pay.

Heracles later arrived with six ships and seized the palace killing the mean king. His daughter was taken back to Greece where she married one of Heracles companions.
