This is the original Gouache painting by Wilf Hardy.

The Turtle was the world's first active military submarine. It was built by the American David Bushnell in 1775. The following year it was used in an attempt to sink a British ship HMS Eagle that was part of a blockade.

The idea was to screw into the ship's hull to plant explosives. The British ship had a copper bottom hull and so the attempt was unsuccessful and the Turtle had to scuttle off to swim another day.

An original painting by Wilf Hardy that first appeared in issue 420 published 31st January 1970.
